B. The audience of the cartoon was intended for anyone going through unemployment, using satire to show how it is getting out of hand. Having santa clause in the unemployment line to get his audience to take notice and action to the crisis.

C. The cartoon implies that unemployment in the country, is going crazy having a picture of santa in the unemployment line shows that the people and economy are going through a hard time and that its extremely hard to find a job for anyone.
